Mark B. Benedict
Managing Partner/Attorney at Law

The Managing Partner of Genesis Group LLC, Mark Benedict, has been in private practice for 15 years as an attorney (barred with OH and DC Circuit Court).  Prior to that, he served within the U.S. Congress for 16 years as legislative counsel to Congressman Ralph Regula.  During that time he worked as senior staff to the Committee on Appropriations and then served as chief negotiator for the US Congress in the Uruguay Round (Geneva, Brussels) and the Multilateral Steel Accord (Seoul) negotiations.  Besides being an active practitioner in the area of international trade, Benedict is recognized as one of the nation’s top experts on the congressional appropriations process and government procurement. 

Benedict’s ability to improve the financials of groups to which he is associated is also reflected through his services on multiple industry and private academic boards.  For example, he is the Trustee/chair leading the development activities of Malone University (OH) which most recently secured $3.7 million under his leadership for use in a “brick and mortar” project on the campus.  He is active in international missions primarily in the third world countries of north and central Africa.  Benedict has been married for 31 years to his wife, Jodi, and they reside on their horse farm in rural Virginia. 


Caroline Vilchez
Senior Principal/Partner

As Senior Principal/ Partner of The Genesis Group, LLC, Caroline Vilchez has a considerable amount of expertise in the fields of appropriations and legislative advocacy.  Vilchez helps promote a vast array of projects covering fields from Literacy Programs for the Department of Education, Department of Defense R&D, Trade Issues to Wind Energy Projects for the Department of Energy.  Vilchez stands behind every client; believing that all the issues she campaigns for will ultimately make our nation stronger and better.  This passion and dedication has enabled Vilchez to continually gain millions of dollars for clients at a high success rate through appropriations. 

Vilchez also represents clients in various steering committees and trade associations.  Vilchez emphasizes building strong professional relationships and her respectful, professional conduct has paved the way for her to successfully work with the both Chambers of Congress over the last two Administrations.


Charles Blachford

Principal

As a Principal of The Genesis Group, LLC, Blachford concentrates his efforts on legislative and regulatory policy advocacy, obtaining Federal dollars for clients, and relationship development.  Blachford has worked on several Federal grants to agencies such as the DOE, DOT, and DOD while also garnering Congressional support for these grant proposals.  Blachford's advocacy efforts have been focused on energy and environment issues where he has built relationships with key Congressional, EPA, DOE, and White House staff.  Also, Blachford participates in several trade associations and steering committees.

Charles joined The Genesis Group in the position of Principal in October of 2010. Prior to joining Genesis, Charles was led organizational development for Good Works Inc. In this position Charles experienced tremendous success by increasing Good Works’ programming and funding, forming collaborative efforts with other organizations, and developing strong working relationships with donors, businesses and other community organizations.  

In addition to his successes with Good Works, Charles has worked with a wide-variety of non-profit organizations, small businesses, and large corporations.  Some of which include The American Cancer Society, The ARC of Middlesex County, Golden Acres Ministries, AmeriCorps*VISTA, ARCH-Ohio, RealStrat Corporation, Cingular Wireless, United Bank Card, Hapag-Lloyd, Ambitech, and TopCon.  Charles specializes in business and organizational development including marketing campaigns, market analyses, research, fundraising, program coordination and implementation, event planning, volunteer recruitment, and grant writing.
